Results are revealed one person at a time: each participant taps their own name to see who they gift, so the group can draw on a single shared screen without spoiling the surprise.

It means no valid pairing exists, or is extremely unlikely, given your rules, for example two people who exclude each other in a group of two, or one person excluded by nearly everyone. The tool retries thousands of randomized shuffles and, if none succeed, stops instead of hanging. Remove some exclusions or add more participants, then draw again.
